Old Oak Wharf, OPDC

BACKGROUND

We are proposing to deliver new high-quality homes as part of a mixed-use development on the site - bringing a welcome economic boost to the local area and creating community cohesion.

The proposals will also deliver publicly accessible green open spaces, including opening up access to the Canal, and new ground floor community uses to activate the canalside.

THE SITE

The site is located off Old Oak Lane and adjacent to the Paddington Arm of the Grand Union Canal, within the London Borough of Ealing and the Old Oak and Park Royal Development Corporation (OPDC) area.

EXISTING TENANTS

Currently occupied by Lords Builders Merchants and comprised of internal and external storage areas, commercial space and surface car parking / delivery areas, the site is not locally or nationally listed, nor is it adjacent to any listed buildings. It is approximately 0.88 Hectares.

Subject to receiving planning permission for the proposals, the Lords Builders Merchant would be relocated to an alternative site.

OUR VISION FOR THE SITE

The redevelopment of the site provides a unique opportunity to link the community on Old Oak Lane and the Conservation Area with the Canalside, whilst delivering much needed new homes and new public realm. The emerging proposals for the site will bring forward a high-quality mixed-use development which will include:

  • Around 360 new homes to help meet local need.
  • Opening up the canal with improved access to the canalside for everyone.
  • Biodiversity and ecological benefits through the inclusion of green roofs, new trees and planting.
  • Play areas and public spaces for all ages.
  • Local employment across the site through construction and operational jobs.
  • Flexible ground floor community uses guided by consultation with residents and stakeholders.

Where is the site?

The site is located off Old Oak Lane. Whilst within the London Borough of Ealing, given it is also located within the Old Oak and Park Royal Development Corporation (OPDC) regeneration area the OPDC will be the determining planning authority.

What is currently located on site?

The site is currently occupied by Lords Builders Merchants, with internal retail and external storage areas, commercial space and surface car parking/delivery areas.

What will happen to the staff at the current Lords Builders Merchants?

The existing business on site and its staff is being relocated to another site within the area. Negotiations are currently underway and progressing well for the relocation site.

When will the store officially close?

Still to be confirmed, this will be subject to planning and the relocation programme with the new site.

What are you proposing?

In line with the Site’s emerging allocation, the emerging proposals are for a residential-led mixed-use development, comprising approximately 450 market and affordable homes, with flexible space for town centres uses at ground floor, public open green space and enhanced public realm, including access to the canal.

What will the ground floor commercial space be used for?

This is to be decided but it will be flexible in nature. We hope a number of different businesses will come forward, including a café which would benefit from a south-facing aspect and terrace space along the canal. We would also like to hear what residents would like to see come forward.

What are your plans for the canalside?

The canalside will become an activated space, with opportunities for spill-out from the ground floor uses. Seating and playful elements will provide an inactive and engaging space that allows for views across the canal. It will also be ecologically rich, introducing new vegetation and habitat creation through a green buffer between the canal edge and site public realm.

How long will construction take and when will it start?

Should the proposals be granted planning permission in 2023, we envisage that construction could commence in 2024 for a duration of approximately 3 years.

How will you keep us updated with the proposals?

Those living in our consultation area will be updated via newsletters, social media adverts and freepost feedback forms. We will also provide updates to local stakeholders and residents who registered their interest in the development.
