The Drove, Newhaven

Welcome to Lysander’s online exhibition on proposals for Site 2, Newhaven Eastside, The Drove, Newhaven. The proposals are for a ‘last mile’ storage and distribution facility, and employment units for local businesses.

What is a last mile facility?

A ‘last-mile’ storage and distribution facility is a site which sorts parcels and then loads them onto vans for delivery in the surrounding area. The small delivery vans are loaded and dispatched pre peak traffic time and are expected to be on the road all day, returning after the PM traffic peak. The employment units proposed on the southern part of the Site are located within Newhaven Enterprise Zone and will include starter units for local businesses.

What else will be included on the site?

Employment opportunities

These proposals seek to create new employment opportunities in the local area through part-time and full-time positions in the distribution facility and further opportunities from the employment units.

About the Site

The Site has been subject of recent planning permissions for redevelopment.

This includes hybrid planning permission granted in 2013 for outline permission for the redevelopment of the Site for up to 190 dwellings, 1,860 sqm of Class B1 employment floorspace, supported by car parking and open space, with all matters reserved except access; and Full application for port access road (first stage), other access roads, 6780 sqm retail foodstore, petrol filling station, parking spaces, service area and associated landscaping.

This development was implemented in December 2015 and therefore, the Site is capable of being redeveloped to provide 190 dwellings without the need for any form of planning permission.

Air quality

As part of the planning application an air quality assessment of the operations of the distribution facility will be produced.

Noise reduction

The reduction of noise from construction activities is a priority for Lysander and will be subject to a Construction Environmental Management Plan. The appointed contractor will be registered with the Considerate Constructors Scheme.

Site views

Lysander is keen to ensure that the views of the national park site are not adversely affected by the proposed development and is committed to enhancing the landscaping around the site.

The proposals include a Delivery Centre Site Area of 16.43 acres and an Enterprise Development Site Area of 4.2 acres. The Delivery Centre will have a maximum height of 13.9 metres.

Site access and transport

Footways are provided along McKinley Way and will be extended to the site, with tactile paving and dropped crossings provided across each of the access points.

A total of 126 car parking bays are proposed for on-site workers, in line with ESCC parking standards for non-residential developments. A total of 6 blue badge holder spaces are included within the parking area in line with ESCC standards, that states a 5% provision for disabled parking should be provided. East Sussex County Council encourages the use of electric charging points. Therefore, a total of 62 Electric Vehicle Charging Points (EVCP) will be supplied within the car park.

As part of the scheme a cycle shelter is proposed and will be located to the north of the warehouse building providing cycle parking spaces, in line with ESCC requirements. This will ensure walking and cycling to the site present a viable alternative to car use.

A full review of the local highway network has been undertaken and potential mitigation will be implemented to ensure the scheme can be accommodated and does not compromise the capacity of local junctions. 

Management of HGVs

During the construction period, a Construction Logistics Plan will be in place which will manage arrivals, departures and operational needs of construction vehicles and site operatives. Adequate routes and delivery slots will be communicated to construction companies which will need to adhere to all measures imposed by this plan, including avoiding peak hours of travel. This is likely to include measures to minimise arrivals / departures during busy periods on the adjacent highway network.

When the proposed development becomes operational, a Delivery and Servicing Plan will be implemented. This plan will include an HGV routing strategy to encourage HGVs to follow routes that reduce travel through sensitive areas and promote the use of the larger strategic road network.

Following this consultation, Lysander will review the feedback received before submitting a planning application to Lewes District Council.
